EVALUATION CRITERIA:
(a) Using the procedures of RFO part 12, and subpart 16.5, the Government intends to award one FFP indefinite-delivery indefinite-quantity (IDIQ) delivery order contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and offers the best value to the Government, using the lowest price technically acceptable approach.

The solicitation requires that Buyer evaluates bids on a line item basis; therefore, each line item will include applicable evaluation criteria. For all line items, Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered.
|

The Buyer is requiring that any rebid must be lower than the 'current bid price' by this amount. The reduction is based on the total order and must be satisfied within the rebid minimum.
|
|
The Indefinite-Delivery/Indefinite-Quantity Contract (“IDIQ”) shall establish a single-award or multiple-award IDIQ contracts setting forth the terms for Buyers to issue delivery orders and/or task orders. The Buyer intends to award either a single-award IDIQ Contract or multiple-award IDIQ Contracts for the same or similar products and/or services unless specified in the Buy Terms section.

This solicitation is a Small Business Set-Aside and only qualified Sellers can bid.

Buyers and Sellers agree to conduct this transaction through Unison Marketplace in compliance with the Unison Marketplace Terms of Use. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive.

Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the buyer to respond. Questions can be submitted by using the 'Questions & Responses' link. Questions not received within a reasonable time prior to close of the solicitation may not be considered.

| The proposal shall be submitted with a cover page and three volumes in Microsoft Word document or Adobe Acrobat document form The cover page shall include the offeror’s CAGE Code, TAX ID, Unique Entity ID (UEI) number, and business hours. Offerors shall include in their technical proposal the following information:1) A product information sheet (product bulletin) issued by the product manufacturer 2) A certified laboratory report for a representative sample of product demonstrating compliance of the Offeror's product with the requirements of Section 5 (Physical / Chemical Requirements) 3) Certification by a certification organization accredited by the American National Standards Institute stating that product meets the NSF/ANSI Standard 60 for drinking water treatment chemicals – health effects 4) A safety data sheet (SDS) that complies with paragraph (g) of 29 CFR 1910.1200 |
| Past Performance Information - The offeror shall demonstrate recent, relevant experience on similar projects. If the offeror is a joint venture, each firm shall demonstrate experience. Submit at least 3 detailed examples of relevant work that are currently well underway or performed within the past 3 years. Relevant work is defined as the tasks and services listed in the Statement of Work (SOW). Examples must include points of contact and phone numbers for each reference. |
