Open Market:

Open Market bids are accepted in this solicitation; however, please refer to the specifications below, including 'Set-Aside Requirement' provision, for additional requirements.

Contracting Method - RFI/Sources Sought:

(This is not a pre-solicitation notice pursuant to FAR Part 5) This Sources Sought Notice (SSN) is for planning/information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Bid, Request for Quote, or Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

Meet or Exceed:

The Buyer is allowing Sellers to submit bids that either meet or exceed the requested specification. Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered.

Minimum Bid Decrement is $1:

The Buyer is requiring that any rebid must be lower than the 'current bid price' by this amount. The reduction is based on the total order and must be satisfied within the rebid minimum.

Set-Aside Requirement:

Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the buyer to respond. RFI/SOURCES SOUGHT	As part of continuing Market Research, this announcement is not a notice of solicitation issuance. This is a notice for planning purposes only; intended to obtain questions/feedback from industry and to determine the availability of firms capable to provide the contemplated services. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, FEMA is not at this time seeking proposals and will not accept unsolicited proposals. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if one is issued. Respondents will not be notified of the result of the review.
