Open Market bids are accepted in this solicitation; however, please refer to the specifications below, including 'Set-Aside Requirement' provision, for additional requirements.

The Buyer is allowing Sellers to submit bids that either meet or exceed the requested specification. Sellers MUST enter exactly what they are bidding (including make, model, and description) into the blank description field in order for the bid to be considered.

The Buyer is requiring that any rebid must be lower than the 'current bid price' by this amount. The reduction is based on the total order and must be satisfied within the rebid minimum.
|
|
Buyer intends to issue award using a purchase order or delivery order. Bids from Sellers unable to accept purchase orders or delivery orders will not be considered for award.
|
|
This solicitation is a Small Business Set-Aside and only qualified Sellers can bid.
|

Buyers and Sellers agree to conduct this transaction through Unison Marketplace in compliance with the Unison Marketplace Terms of Use. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive.

Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the buyer to respond. Questions can be submitted by using the 'Questions & Responses' link. Questions not received within a reasonable time prior to close of the solicitation may not be considered.

| Evaluation Criteria | Evaluation: 1. Gov’t will record total evaluated prices 2. If more than 3 quotes are received, the Gov’t will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary. 3. Gov’t will perform a cursory review of technical packages to further identify the Top 3 Most Viable Quotes. Vendors will be contacted to submit samples without artwork for further evaluation. Samples to be delivered within 7 calendar days upon request to the Gov’t. Samples will not be returned unless return packaging and label are provided. 4. Gov’t will conduct a streamlined comparative evaluation for readily discernible value indicators such as past performance, warranty, quality, reliability, durability, etc. IAW FAR 13.106-2(b)(3) evaluation of nonprice factors (technical/past performance) may be based on Contracting Officer’s prior knowledge/experience; customer past performance inquiry replies; PPIRS/FAPIIS, or any other reasonable basis. Technical and Past Performance Assessments will be recorded, and best value decision made. If no viable award can be made, steps 2-4 will be re-performed as needed. 5. Note 1: The Gov’t may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or technical minimums, but results in a solution that will meet or exceed the intent of the Government’s needs. 6. Note 2: If after non-price evaluation it is deemed the apparent awardee has unrealistically low or unbalanced pricing, the Gov’t will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407. 7. Note 3: If deemed necessary to stay within budget, the gov’t may reach out to offerors with acceptable or better non-price factors to revise quantities/revalidating unit pricing or cancel the requirement |

| Basis of Award | The Gov’t will award a firm-fixed priced contract, using a streamlined comparative trade-off evaluation IAW FAR 12.602 & 13.106-2. S Award may be made without any form of communications with offerors. Gov’t may reject any quote not conforming to the solicitation. The Gov’t will make only one best value award to the offeror that is most advantageous to the Gov’t, unless circumstances deem more appropriate and in the best interest of the Gov’t that multiple awards be made. Standing price quotations may be used if needed and deemed in the best interest of the Gov’t. Late submissions: The Gov’t will not consider any quote that we receive after the deadline unless we receive it before we award a contract, considering it will not delay our purchase, or consideration of the quote is otherwise in the best interest of the Gov’t. |
