Would tires manufactured in a country covered under the Trade Agreement Act (TAA) be considered to satisfy the made in USA requirement?

A tire manufactured in a TAA‑designated country will not satisfy the “made in USA” requirement unless the substantial transformation occurs in the U.S.

Do you know how fast the customer would be making a purchasing decision?
Does it need to be delivered at one time?

2. Do you know how fast the customer would be making a purchasing decision? No.
3. Does it need to be delivered at one time? The delivery is specified in the Statement of Work
4. Additionally, is there a way to get a deposit on the order. No.
