As the request for quote stated, the government requires a "meet or exceed" utilizing the specifications of Simtek modular shoot house kit #2 as the baseline. There are multiple similar modular tactics/shoot house kits in the market space. The government requires the approximate square footage (768sq ft) and utility (doors, brackets, panels, etc.) as a minimum to allow for reconfigurations and designs.
