After reviewing the criteria for the officers it is my understanding that all Level II officers must have a minimum of 2 years experience and complete a FEMA Background check in order to determine if they are eligible to work at any of the sites. Is this correct?

SOW states Level II Ballistic Resistant vest for Security Officers. Is this mandatory for routine operations? If so, is Under Uniform or Exterior of uniform preferred? How many Guards are required and when must they be on site.
Response Received:
Yes, the Ballistic vest is mandatory. It's at the Security Guard Company’s discretion on if they went their guards to wear them under the uniform or on the exterior of the uniforms. Approximately 11 officers, however this number can increase or decrease based on the need of the mission. No later than 17 April 2023

1) What is the anticipated award date? 2)What is the anticipated start date for security services? 3) What urgent priority counties does FEMA need officers in? (when the contract begins) 4) How many officers does FEMA need to start services in these urgent priority counties? 5) Does FEMA anticipate to have security services for a few months? Or will the need be ongoing? 6)Does FEMA want prices for individual counties? Or does FEMA want 1 price for all counties? 7) Will additional counties be added to this disaster declaration? 8) Do background checks/fingerprints need to be completed prior to the officer covering shifts? Or will the background checks/fingerprints be completed after the officer has started working? In our recent experience, officers are able to start working pending the approval/clearance of their background checks/fingerprints.

1) The four (4) sites does not specify the actual coverage as far as days of the week and hours. 2) Is there currently security coverage being provided at all the listed sites? 3) New Mexico Regulations and Licensing refer Level III as armed security and Level II is security officer certified to carry pepper spray, handcuffs and baton. Can we clarify that? 4) Being that this is a federal contract, the pay scale will fall under the "wage determination" along with Health and Welfare? 5)What is the Insurance qualification?

1. Time and hours will vary based on the need at that time. Some locations will have 24-hour coverage and others will not. 2. At this time there are coverage being provided at some of the 2 locations. We anticipate the other locations opening soon (two to three weeks) 3. Federal Government requires that we have Level II Armed Guards at our facilities. We understand that some state characterizes them at Level II and others at Level III. If New Mexico characterizes their armed guards at Level III, then that’s fine. 4. That is correct. This will fall under the Department of Labor wage determination along with Health and Welfare. 5. Insurance question is under review

1) 2.2.4 Contract Security Guards shall be responsible for keeping logs… Will electronic logs work or will they be paper logs? 2) 2.6.5 Post hours are subjected to change with minimal notice… What is the “minimal notice” time frame, hour, 4 hours? 3) 2.10.4 The Contractor's employees shall sign in when reporting for work… The overnight guard will sign in and out of each location, Travel time included in pay? Is it possible to use QR codes or some GPS fencing to have this count as signing in? 4) 3.0 Contractor will have (30) Security Guards as employees at the time of signing of the contract and be able to supply officers to posts under this contract for up to 24 hours per day at all 4 locations. In section 4.12.1.1 the winning contractor cannot disrupt official business when recruiting already cleansed officers and requiring a transition plan with in 5 days of award, 4.12.1.2, NM State Regulations and Licensing for security officers can take up to 3 to 4 weeks for a security guard to get their registration back, to be legal to work. Will the COR work on these short falls on a case-by-case basis if the 30 number cannot be made in 5 days? What are the current shift and hours worked at the four locations? If there isn’t hours at a location now what is the time frame or expectation for manning locations? 5) 3.1.2 Contractor must maintain records of their employees’ successful completion of local and state firearms or other training requirements and possession of a current weapons permit, and upon request produce them for immediate inspection at the work location/job site. Section 12 Also talks about minimization of duplications. All employee folders with current Guard cards and firearms qualification packets are kept in the main office with the employee folders per NM Statue, will a digital copy on our internal system work for inspection at the location, or do you want the actual hard copies in a filing cabinet in a secured area based on the PII that they contain? 6) 3.2.5 The following are the essential job functions for uniformed employees working under the Contract: Pursue suspects on foot and subdue combative person after running in pursuit. You are requesting the security officer to chase a subject ONLY while on property to detain or are you wanting a security officer to follow for observation purposes and to help Law Enforcement as a witness? 7) 3.3 All Contract Security Guards and Contract Security Supervisors must receive a favorable suitability adjudication from FEMA prior to beginning work under the contract. How long does “Favorable suitability” take? 8) 4.1.1.2 Participate in formal classroom or computer-based training sessions. How long is the class and will it be counted as paid training time? 9)4.12.1.1 The Contractor shall not disrupt official Government business or in any way interfere with the assigned duties of the predecessor Contractor’s employees. Everything else shows five days, will there be a 40 days cross over period between the outgoing and incoming or is this for anything missed? What is the official end date of current contract? 15) Can this be changed to a services disabled veterans own small business (SDVOSB)?
