Was there an incumbent? Please provide the recent contract award number. What scope changes were made from the old contract to the new contract?
Response Received:
J and C Janitorial is the incumbent. No changes in scope and the contract number is unknown as the CO took the requirement over from another CO.

We understand this being late to ask, we are local company with employees in the area and can fulfill the governments requirements with a short timeframe. WIth supplies in our warehouse and personnel, we have solid past performance for federal contract holders in the area and is requesting the government set this aside for HUBZone sole source, we understand that these decisions are typically made far out. We attached our past performance as well as our Technical Operations Plan-However our pricing was a bid confusion as we were confused by how low we had to go based on the work. We are willing and able to proceed with the offer.

Would we be responsible for buying the supplies ourselves? If so, can we get a list of the supplies needed?

The contractor is responsible for buying supplies. There is no list for needed supplies. Please price the supplies that you will need to accomplish the tasking.

It states "Contractors must pass a Public Trust background check". Where do we get this? Is it just for the contractor, or do all employees servicing the facility have to get one? Who pays for the background check? May we use a US resident to service? Or only US citizens?

The Contractor must be a US Citizen. The program is working on getting the specifics for the public trust background check from the security personnel.

Would you consider the cleaning team day porters? Would the cleaning team need to be available for any unforeseen mishaps or recleaning of the restrooms after they've been used, throughout the day?

The cleaning team will not be responsible for any unforeseen mishaps throughout the day. Hours are 0630-1200.

What would the work hours be? The task and frequency flow chart(form 1_1_4c) shows 0630-1230 and form 1_1_4_DHS-FEMA_Bothell_MERS_Janitorial_SOW section 4.4 shows 0600-1500.

In the contract SOW section 4.4 states 4.4 Hours of Operation Contractor employees shall generally perform all work between the hours of 0600 PST and 1500 PST, Monday through Friday (except Federal holidays. In the attachments, Attachment 3 - Task and frequency chart, is says Performance of work is to be accomplished between the hours of 06:30am and 12:30pm, Monday through Friday. A set start time will be established which is mutually acceptable, between the Contractor and the point of contact with MERS-BT. Additionally, the facility will be closed to janitorial services on all Federal Holidays. Can you please clarify the expected hours of service?

The period of performance is from date of award through 12 months. Cleaning occurs five days per week except federal holidays.
