Per the JUSTICE TECHNOLOGY INFORMATION CENTER (NIJ 0101.06 Standard), "If you have identified M855 or other similarly designed steel core ammunition as a potential threat, a Level IV plate is the best choice for protection...." The SOW herein identified M855 as a potential threat, should not this requirement be for Level IV Ballistic Plates?

We are not looking for NIJ Level IV. Our requirements are NIJ Level III standalone offering enhanced protection against 5.56x45: M855 (Green Tip) and M193. Most manufacturers advertise these plates as standalone Level 3+.

Per the Berry Amendment Compliance, Companies wishing to obtain compliance must guarantee that their products (including all components) are 100 percent domestic.

Can you please find out what the End User means by “set” in section 2.6 of the SOW? Each set of rifle plates will have matching serial numbers The rest of the specs are not an issue, but the UOM for each line is “EA” with no specification on what a “set” calls out.

That’s well outside of any NIJ level 3 requirement and outside of NIJ level 4 if you take kinetic energy into consideration: 7.62x51 M80 147 grain bullet at 2,780 fps develops 2,553 ft lbs. of energy (NIJ level 3 standard) 7.62x63 (30-06) M2AP 160 grain bullet at 2,880 fps develops 2,947 ft lbs of energy (NIJ level 4 standard) .300 Win Mag 180 grain bullet at 3,000 fps develops 3,558 ft lbs of energy The thickness is called out as between .55 and .75 inches. Is this an ICW solution or a standalone? No one is going to have an NIJ certified level 3 solution that can meet that requirement with the drop standard. Also, how many impacts? They don’t specify, just ’stop shots from’ How many and what bullet description? For the 7.62x39: M67, M43, BZ? For 5.56x45: M193, M855, M855A1? For 7.62x51: M80, M80A1? .300 Win Mag?? Plus, what back face signature are they asking for on the non-standard threats? Still within the 44mm proscribed in NIJ 0101.06?

Most manufacturers advertise these plates as standalone Level 3+. Plates can be up to 1 inch in thickness; tested and rated to stand against 6 rounds.

They don’t specify, just ’stop shots from’ which is really poor wording, even for Air Marshals. How many and what bullet description? For the 7.62x39: M67, M43, BZ? For 5.56x45: M193, M855, M855A1? For 7.62x51: M80, M80A1? .300 Win Mag?? Plus, what back face signature are they asking for on the non-standard threats? Still within the 44mm proscribed in NIJ 0101.06? The difficult one is going to be that .300 Win Mag. If they take out the .300 Win Mag, then the 3810 will meet the ballistic requirement if they don’t want any of the enhanced rounds (i.e. M855A1 and M80A1), but not the thickness; it’s .95 inches. If they really want that thickness then the 4800LV will likely meet all the requirements, but I don’t have any testing data on the .300 Win Mag. It’s also a 3-shot plate for M80 and everything else. M80A1 is single shot because that is a really difficult round to defeat. Need some answers, but if they don’t have any, I’d propose the 4800LV and let them determine if it meets their specification. But, like I said we don’t have any data on the .300 Win Mag because we’ve never been asked for that threat. We can get it, but it will take some time and it will cost some money.
