Hello, In the "Respondent_Requirements_for_Maynard_Fan_Install.pdf" document (attached), it states that this is a sources sought notice RFI, however, sam.gov lists it as a combined synopsis/solicitation. Can you clarify if this is a solicitation for a contract to be awarded or if it is only a request for information? Second, what supplemental bid information is required? Should we include the information listed in the RFI "Respondent_Requirements_for_Maynard_Fan_Install" document (technical proposal, past performance, etc)?

We are working diligently on the estimate for this install, but have come across some RFIs that we’ll need answered to get to a solid estimate. From our PM: The AVA6-50 coaxial cable has a loss of .135 dB loss/100’ at 30 MHz. A ~600’ run with connectors would provide a total line loss of ~0.9 dB. The LCF78-50JA coaxial cable has a loss of .191 dB loss/100’ at 30 MHz. A ~600’ run with connectors would provide a total line loss of ~1.23 dB. Is the additional .24 dB of additional line loss worth the additional price of the AVA6-50 coaxial, or would the 7/8” coaxial be sufficient? What are FEMA’s standards for line loss? It would appear from Attachment H in the Statement of Work that most coaxial transmission lines are 7/8”. It is normal procedure for Long Wave to transition to 7/8” for coaxial inside the facilities. Is that also normal operations for FEMA sites? Long Wave has buried a significant amount of coaxial cable at locations worldwide. We have not found the addition of buried conduit to be necessary for protection of buried coaxial cable. Is the intent of the conduit for facilitation of removal of the coaxial without the need for trenching? Long Wave has installed many GBSLP (Grounding Bonding Surge Lightning Protection) systems. We typically bury 1/0 copper instead of #2 AGW. We also tie all grounding together for the purpose of maintaining only one ground potential. Should the GBSLP design connect the two tower rings together with the Balun rod? The antenna grounding drawing Attachment D, pg 15 is only an example drawing. We don’t know if an earth resistance measurement has been performed yet, which is necessary to somewhat reliably calculate the number of ground rods needed to arrive at 10 ohms or less ground resistance. Can we also find out if we need to perform a ground resistance measurement or if they have done that already? That is the only way we can know we are going to be close to the lowest practical ground resistance (we have always been held to a maximum resistance of 10 ohms or less. )

Thank you for your inquiry. Per the customer, they plan to have a day scheduled during the first week of the solicitation phase to those vendors interested in the opportunity. They are unable to coordinate site visits at this time. Access coordination instructions will be a part of the solicitation documents.
