Please refer to the PWS for work schedule (section 1.5.4 may answer this question). The contractor is not required to be at the equine center outside of work hours/days.

The Government will NOT provide housing for the contractor or the contractors family. The Government will NOT pay for the contractors relocation.

Relocation expenses will not be paid. Housing will not be furnished. The number of horses will vary according to the size of the herd. A current ballpark estimate is between 12 and 30 horses, but this number is subject to change without notice, and without modification of the contract. The contract will not specify the number of horses.

We recently submitted a series of questions through the Q&A forms, seeking clarification regarding the attached solicitation. Your prompt response on 10/04/2023 provided us with valuable information, particularly regarding the Non-Conformance Report Worksheet and the Riding Instruction Observation Form. You directed us to Section six within the QASP for further clarification, followed by the attachments at the bottom. However, despite our efforts, we are unable to access the attachments. We've attempted to open the files using Microsoft Word, Google Docs, and even a PDF file opener, but unfortunately, we have had no success. Our frustration deepened when we reached out to a Unison representative, who also encountered difficulties opening the attachments. We want to assure you that we are diligently seeking the information contained within these attachments. We believe that many of the questions we've asked may have been answered within those documents. We do not wish for you to think that we are neglecting this vital information. The attachment files simply remain inaccessible to us. Is there a way that you can rectify this situation

The PWS states the soliciting contractor shall serve as a SME in Clinton Andserson's Method of training. Can you confirm that you inf act are looking for a Subject Matter Expert in the method and not a CERTIFIED CAM trainer? If looking for a certified CAM trainer, that would make this a sole source contract as all those are subs of Clinton Anderson himself. Please clarify thank you

To clarify your question, the Soldiers and horses are currently being trained in "The Method" of horsemanship. While certification in the Method is helpful, it is not required for this contract, as the awardee will not be training horses, only providing horse riding instruction.

The amount of students is not fixed. The training will occur based on availability of the Service Members and equines.
- What is the expected duration of each riding instruction session?
The duration of the riding instruction is expected to be at least 60 minutes but can be up to 90 depending on the needs of the students or lesson objectives.
- What is the process for requesting and approving changes to the QASP? :
The Government is not expected to not negotiate changes to the performance/surveillance documents found within this solicitation.
- **Quality Control and Assurance**:
- What are the key quality standards that the contractor is expected to meet?
Please refer to the PRS.
- How will the quality of the riding instruction be evaluated, and what is the acceptable defect rate? **Security Requirements**:
In accordance with the performance and quality control documents found within this solicitation. In addition, there will be industry experts working in the same environment as the riding instructor, such as horse trainers, a herd manager, etc. who will be able to help the COR better assess and understand the quality of riding instruction that is being provided.
- Can you elaborate on the security requirements for contractor employees, especially regarding access to Army installations and facilities?

- Could you please provide more details about the role and responsibilities of the Key Personnel required for this contract?
Are you asking about key Government personnel, or the key Contractor personnel.

Response Received:
Hook Up and Roll out happens every day as necessary but usually the first time no later than 0730. The intent of having a riding instructor at the hook up and rollout twice per week is to utilize the contractor’s expertise to make on-the-spot notations of tack, horse/rider pairs, or cueing as the Soldiers roll out. The contractor would not be responsible for making the corrections per say, but instead noting areas of concern so that the HM or the ETIM can address issues without having to be in all duty areas at once. Any two days between M-F are allowed as unpredicted pop-ups helps maintain standards.

The ceremonies are not the purpose of this contract. The intent of this contract is to provide Caisson Service Members with more practice under saddle so that they can be more balanced riders with quieter hands and confident presence.
- What are the specific performance work requirements mentioned in the Performance Work Statement (PWS)?
The specific tasks are conveyed in part five of the PWS.
- How does the government plan to hold the contractor accountable for quality control?
Please refer to the QASP for non-compliance report levels (p.6).
- Can you provide an example of a situation where the government might need to monitor the contract beyond what's specified in this QASP? **Description of Services:**
In any event where there is a perceived performance issue (performance will be in accordance with the PWS) not foreseen during the development of the QASP.
- Could you elaborate on the scope of work in more detail? What exactly is involved in "riding instruction" and "horsemanship training" for The Old Guard? What percentage of time will our instructors be expected to spend at Nova and in Washington, D.C. as part of their duties under this contract? **Roles and Responsibilities:**
The scope of work already discussed within this solicitation is the expected and evaluated performance required of the contractor. The requirement is specifically for horse riding instruction as discussed in the attached documents. The contractor will be expected to travel between the sites listed in these documents as needed.
- How does the Contracting Officer (KO) differ from the Contracting Officer’s Representative (COR) in terms of their roles and responsibilities?
Please refer to part 2 of the PWS, “Definitions”, which defines these roles clearly.
- Can you provide an example of a situation where the COR might need to issue a written interpretation of technical requirements? **Contract Quality Requirements:**
I cannot, but should the need arise, the Government retains the right to do so.

Question 2.5.1.1.6 Once a week, train soldiers to safely desensitize horses to relevant stimuli including but not limited to crowds, large vehicles that are running, landscape equipment, flags, gunfire, cannon fire, low flying aircraft, excessive touching, and passing through gates in coordination with the HM or ETIM." I can assist with desentizing. However; I don't not have a way to meet all of these requirements. Gunfire, cannon fire, low flying aircraft. Would this be considered compliant?
Question 3.) What is the average skill level of these riders? Beginners or do they have experience? How many riders are involved?

2.) These events are regular occurrences at the area of responsibility and utilizing them for training can be arranged in advance of the training or performance times with the HM and the ETIM.
3.) The average skill level is beginner with some exposure to riding within the platoon. Riding instruction is intended to be group lessons up to 6 at a time but class size will depend on Service Member and horse availability.

This requirement is to train soldiers in horse riding in accordance with the attached PWS. The Government is in possession of horses, and the contractor will not need to provide additional horses.
