Para. 5.4.1 lists the requirements for Corps Staff Officer Role Players as “6, 1 for each of the positions below”; however, there are only two categories of Corps Staff Officer Role Player positions given, G-3s and ENG/PROs and there are stated requirements for two G-3s and four ENG/PROs. Request this paragraph be restated to clarify which types of positions must be staffed and in what quantity

Para. 5.4.2 lists the requirements for BDE Staff Officer Role Players as three per position for a total of 15; however, there are six positions listed (S-3, S-2, S-4, S-6, Engineer/Protections Officer, and Fire Support Officer), which would bring the total number of BDE Staff Officer Role Players to 18. Request this paragraph be restated to clarify the total number of role players required.

Para. 5.4.3 lists the requirements for BN Staff Officer Role Players as “24 role players, 6 for each of the positions listed below”; however, next to each category of role players (S-2, S-3, etc.) it lists the requirement as five role players. Additionally, there are five staff sections mentioned. If the requirement is six role players per staff section, the total requirement would be 30 BN Staff Officer Role Players. If the requirement is five role players per staff section, the total requirement would be 25 BN Staff Officer Role Players. Please clarify the total number of BN Staff Officer Role Players required as well as the number per staff section.

Section Five lists requirements for Engineer/Protections Officers, which seem like two very different skillsets. Is the requirement for Combat Engineer Officers or Military Police/Provost Marshall Officers or something different completely?
Response Received:
The overall requirement is an individual that has experience in a protection cell at the BDE or higher level. The Protection Warfighting Function includes ENG, ADA, CHEM, EOD. Engineer officer strongly preferred.

Question Submitted:
The deliverables schedule states resumes must be submitted “per para. 1.13,” but para. 1.13 does not specify which positions resumes must be submitted for. The deliverables schedule also states biographies must be provided for “6-12 key role players,” but nothing in the PWS identifies which role players are considered as “key.” Please clarify which positions require resumes and/or biographies to be submitted with the Technical Proposal.

Updated Deliverables to for Key Personnel: Key personnel are now the PM, Contract Manager, Exercise Controller, and Partner Force Commanders (Corp level down to BN Level). Updated request submitted on PWS.

Question Submitted:
Regarding the computers mentioned in Section 4: Para. 4.8 states “1 or 2 computers per FSF staff”, which is ambiguous. Is the requirement one or two per FSF staff? The para. also states contractor-owned computers cannot connect to the network in the MTC, thus requiring the contractor to provide network connectivity, yet this is not mentioned as a requirement in the PWS. Additionally, the MTC and USG have specific cybersecurity requirements for contractor-owned computers used inside the MTC, which are also not mentioned in the PWS. When CSPC Solutions supported the 3rd SFAB VALEX in AUG ’22, contractor-owned computers and network devices were inspected by the Fort Cavazos NEC Manager for compliance. Lastly, para. 4.9 states the contractor must provide evidence of compliance with NIST SP 800-171, which is a requirement for contractors working with Controlled Unclassified Information. NIST SP 800-171 has very specific requirements for contractor networks and equipment used to support USG contracts, yet these requirements are not mentioned in conjunction with the required contractor-provided computers and collaboration/file sharing systems. Please clarify the total number of computers required, network requirements, collaboration platform requirements, and specific cybersecurity requirements.
