No, according to the SOW "The meals components are expired beyond serviceable date and are no longer allowed for distribution for human consumption".

QUESTION FROM SELLER: Q: The number of MREs will require at least 40 trailers. Will FEMA provide the containers? Q: The local landfill was on fire recently, the heaters in the MRE can cause a fire and they are HazMat materials does FEMA consider that the MRE will have to be shipped to a CONUS landfill? Q: Will FEMA load the MREs or will the contractor have the responsibility to bring in their equipment?
Response Received:
NO FEMA will not provide containers. Please stop referring these meals also these are not MREs they do not have heater that is used in the military MRE. These are 5-minute chef meals that have a different heater. FEMA will not decide where the Disposal site is needed? Vendors will choose their own specific disposal site within their quote price. USVI FEMA Onsite POC can assist with loading product into Vendors transport for St. Croix FEMA warehouse. But Vendor is responsible for bring the forklift USVI St. Johns Container site as it is a non-profit container site.

QUESTION FROM SELLER: Is there a preferred method that you would like to have the MREs disposed of?
Response Received:
No preferred method just disposal and destruction, Proof of destruction within 5 business days of meals destroyed to be submitted to the Contracting Officer’s Representative. The Contractor shall certify the product is no longer available for human consumption or is being re-entered into the marketplace.

USVI Local Landfill cannot accommodate this type of meal for disposal. Does FEMA have any objection to off-island disposal? Is the expiration of MRE meals based on a food service inspector’s evaluation? Will FEMA load the containers, or will the contractor be required to bring the forklift and operate it on FEMA property for loading of the pallets of MRE?

Correct, USVI landfill cannot accommodate this requirement. yes, MRE's will have to be shipped outside the territory. FEMA do not have any objection to off-island disposal. Yes, GOV certified not suitable for human consumption, Disposal for Gov Property only. USVI FEMA Onsite POC can assist with loading product into Vendors transport for St. Croix FEMA warehouse.
