"I have some doubts regarding the proposal. The cost of the disposal of the material after the drills should be considered in our proposal? or there is a waste management facility at the national guard facilities able to manage the oil waste?"
Response Received:
The spill drills will not include any oil waste. The exercises must be performed SIMULATING small oil spills at our facilities. During these spill drills it is not allowed to use Petroleum Oil Lubricant (POL) materials, therefore no oil waste will be generated. Water with vegetable color, liquid detergent etc. may be an alternative to substitute the POL spill. The awarded contractor is responsible of the disposal of the materials that will be generated as part of these exercises (ex: booms, absorbent pads etc.).

1. Does the training material need to be provided in both English and Spanish or is just English sufficient? 2. Will spill drills be conducted on subsequent days or will drills be conducted twice daily (morning/afternoon)? 3. Section 5.2 on Page 8 states that the SPCC Class will be at Fort Allen; however, Technical Exhibit 3 on Page 12 indicates that the SPCC Class will be at Camp Santiago. Please clarify. 4.Will Spill Drills be conducted using provided PPE and Spill Kits or will these items need to be provided?
Response Received:
1. The Training material could be in English. The Training conference must be in Spanish. 2. Spill Drills must be conduct on different days. Coordination between awarded contactor and Environmental Section personnel are required to establish the specific days and hour (morning/afternoon). Because of the distance between facilities, spill trainings cannot be conduct twice daily 3.SPCC Class will be at Camp Santiago Training Site 4.Contractor is responsible of provide Spill Kits and PPE for the Spill Drills.

1) The 8 hour spill drill scenarios are designed to cover what specific topics? 2) What are the oil storage containers types and capacity at your specific training sites? 3 Are there IBcs? Drums? Larger 5-10,000 gallon or more capacities of fuel tanks, or is the drill to cover a larger release that might include a HAZWOPER style of response and is this the type of drill that you are requesting to have provided over the 8 hour time period for a drill exercise? Or is the scenario a response to a drum spill of oil or fuels? Or a response to a hydraulic hose leak or fuel diesel spill?
Response Received:
1) : The 8 hours course is a classroom not a spill drill scenario. This 8 hours course must include: a) Applicable pollution control laws, rules, and regulations overview b) General facility operation c) Contents of the facility SPCC Plan d) Preventive Spills Procedures e) How to Conduct Inspections? f) Safely Emergency Response Procedures – Minor and Major Spills g) Spill Response Materials h) Spill Reporting and Documentation i) Recordkeeping and Training The Spill Drill include an initial explanation of the simulated spill scenario, the field exercise and finally a conclusion of the response including recommendations. 2) The PR Army National Guard have eight facilities that qualifies for a SPCC Plan or a Tier1-SPCC Plan. The largest capacity POL tank is a 5,000 gallons diesel AST. Besides this tank, there are different emergency generators; oil used tanks, diesel tank trucks and Spill Berm areas for park a maximum of three diesel tank trucks. In addition, the SPCC Plan includes the Hazardous Waste and Hazardous Material Storage Areas. 3) The larger AST at our facilities is 5,000 gallons diesel. There are two diesel UST’s with a capacity of 25,000 gallons that are also included as part of the POL of one of the SPCC Plans. The proposal must include a Spill Drill or a Spill Training for a release of less than 5,000 gallons. This Spill Drill is additional to the 8 Hours-Class Spill Training. The response is for a small spill. This is not a HAZWOPER Training. The scenario for each Spill Drill will be a simulation of a response to a failure of one of the following areas: 5,000 Diesel AST, emergency generator, diesel-tank truck trailer hose, used oil AST or a spill of diesel from a spill berm open valve. The spills that our personnel can manage are small spills. The purpose is to refresh the prevention alternatives and the management and procedures for a small spill event at each facility. Each Spill Drill or Spill Exercise will include personnel of each facility and should be coordinated with a maximum of 4 hours. These drills include an initial explanation of the scenario, the field exercise and finally a conclusion of the response including recommendations.
