What, if any, are the specific qualifications or other requirements of the individual transcriptionists who will be completing the work? In what audio format and by what mode of transmission will the audio be supplied to the chosen vendor? Will there be an option to have the audio supplied electronically? If the files are to be supplied by mail on cd or other physical format, will the time in transit be included in, or separate from, the 10-day turnaround time? Must the transcriptionists be US citizens and/or have active security clearance? Are there any circumstances under which a longer time frame could be considered for turnaround? If the audio is received after hours (after 5 pm EST), could an extension be granted in the form of considering the following day the official day of receipt?

Audio files will be sent to the vendor via DoD Safe all on the same day (not by CD or other physical formats). The vendor should return the transcripts to us in Microsoft Word via email address Andres.A.Valverde@uscg.mil. (a) Transcriptionist doesn’t have to be a US citizen or have clearance (b). Longer time frame and/or extension can be granted.

Are we to understand that a potential maximum of 84 hours of audio is to be transcribed within a period of 10 days, or would we more likely receive the audio in batches, with a 10-day maximum turnaround per batch?
Response Received:
Transcribed within a period of 10 days is a unrealistic. Due to the size of the order 15-20 days or possibly 30 (if there are unexpected mishaps) is acceptable.

Is the transcript example provided the only accepted format or would you be open to other formats which provide the same information with equal clarity?
Response Received:
Yes open to other formats. The transcript example is the authorized Army Court Reporting Manual template for court-martials however, since these are interviews there can be latitude how it’s transcribed.

What is the term of this contract, please? Is it a IDIQ for a certain period of time, like 12 months?
Response Received:
No this isn’t an IDIQ- it’s a contract. Service is concluded as soon as the 84 hours of audio are transcribed.
