statement of work you say stay and serve the meals; but would it be acceptable for a caterer to just drop off the meals in buffet style pans with serving utensils and leave?

Yes, drop off is acceptable during the times stated for the start of breakfast and dinner. Must provide all necessary utensils, plates, condiments, and napkins.
