For the multiple dates for the same tents, are the tents allowed to remain up during the gap? I would like to leave the tents up but remove the hvac and generators.
Response Received:
This is the decision of the vendor. Please note, the PWS states that the customer/ requiring activity is NOT responsible for the equipment and any damages sustained to it when the outside of the PoP.

Do all the tents need physical doors, or will you leave an opening? It does not say anything about doors for the tents in the requirements.

Tents do not need physical doors, and the method of entry may be of the type allowing for a “flap” which opens and closes through the means of Velcro, zipper, or tied. Tents will be of the type so as to allow occupants full enclosure (ie. There are no permanent openings)

Just to be clear, is this bid for Fort Carson, CO, or Fort Irwin, CA? The GPS coordinates in the document attached to the listing show Fort Irwin, CA. If Fort Carson, CO, are their GPS coordinates available for that, for purposes of delivery costs?

Delivery of Rental Equipment states that the contractor shall be responsible for delivering the nine tents in the request up to 3 days earlier than 22 AUGUST 2023, does this apply to only the tenting with the PoP beginning on 8/22 or are all nine tents expected to be installed prior to that date? If not, does that imply that each tent required would be able to be installed up to 3 days prior to the PoP start date? e.g. Location FASP has a PoP of 30AUG2023 – 28SEP2023, so installation could be 27AUG2023-29AUG2023?
Response Received:
5.1 Delivery: "The Contractor shall be responsible for delivering nine (9) Tents, which fulfills the requirements as specified in section 1 of this PWS to each specified Place of Performance between the hours of 0800-1600 Fort Irwin Local Time (PDT) on 22 AUGUST 2023. The Contractor will communicate with the COR no less than 24 hours before the prescribed deliver date/time affirming the expected time any deliverables will arrive."
The intent here was that tents on this contract are delivered the first day of the PoP of each corresponding location. For example, the first tent will be delivered to LSA Sante Fe on 22 August between the hours of 0800 and 1600. Contact the COR the day before to let them know exact delivery time. Then the next delivery will be to Yermo (2 different tents) on 24 August between 0800 and 1600, ect...
Then the third sentance states "The Contractor may elect to deliver the equipment up to three (3) days earlier than the start of the PoP, but no earlier than 18 AUGUST 2023." The vendor MAY CHOOSE to deliver the tents three days earlier, but is not REQUIRED to. They cannot deliver more than 3 days earlier to any of the locations. Contact the COR to let them know vendor's intended delivery time/ day.

It needs to be manufactured in the United States.

I have a question about this contract opportunity that I hope I can get an answer on. I noticed that it notes the tenting must be compliant with the “Berry Amendment” (10 U.S.C. 4862). Will this restrict contractors on this contract from using tenting manufactured in an allied country? e.g. Germany
Response Received:
Yes it will. It needs to be manufactured in the United States.
