In a previous question, I had stated that the requested material type C-268 is commercially available and I requested approval of a substitute material. You had responded that you could approve the substitution until you could confirm that the material was unavailable. How will you determine whether it is truly unavailable or not? Will you be requesting mill certifications to accompany the products? This would be important since the specified material and my proposed substitute are indistinguishable without a lab test. To ensure that all vendors are quoting fairly, I suggest that mill certs be required.

This contract has options for 3 additional year terms. While normally a multi-year term would be desirable, today's market conditions for metal prices are extremely volatile, such that our cost for the raw material may be significantly higher than the current prices. This makes it financially dangerous to quote metal-related products out so many years in the future. If raw material prices were to increase significantly in the future years, would the contract be eligible for an economic price adjustment if warranted?

The specifications for this contract call for the raw material of "Yellow Brass 65/35 (UNS Alloy C-268)." This material is commercially unavailable. I have contacted numerous brass suppliers across the country and I am told that it is not made anymore. The closest alternative that is commercially available is UNS Alloy C260, also known as "70/30". The difference is the copper content. The specified C268 has 64%-68.55% copper content, wheras the proposed substitute C260 has 68.5% - 71.5% copper content. The suggested alternative is equally suitable for use as decorative belt buckles and breastplates as required by this contract. Can this material substitution be approved?

Please verify the width and all dimensions for the breast plate. The specifications pdf documents shows two different widths (2 7/6 and 3 inc) for the width. 2. Is it possible to request a sample?

We reviewed the specifications and measured a breast plate ourselves and the specifications are correct. The measurement of 2-7/16” to the first “cut” and the second point, or edge, of the breast plate it is 3”.
