What is the Past Performance requirement of supported VIGILANT GUARD exercises for this solicitation? Can the government please clarify how many past VIGILANT GUARD exercises offerors must have have supported as the Prime Contractor in order to be deemed Technically Acceptable?
Response Received:
The government will review past performance for each vendor that submitted a quote. Vendors are not required to provide the past performance. The government will review CPARS, FAPIIS and past performance on UNISON for experience in providing role player support services for events similar to the vigilant guard exercise.

The Government responded to our last Q&A #9 with a definition of real world medical support: “9. One Paramedic = ALS ( Advanced Life Support) Real World Medic Unit *****One Paramedic and one EMT = One Ambulance Crew.” However, no quantities or hours of coverage were specified. Additionally, in a previous Q&A response, the government stated “Task 2 under the Para 6 Specific Tasks also lists a requirement in the header for “Real World Medical Support” but this requirement is not listed or detailed anywhere else in the PWS. Please clarify if this is required, and if so, what is needed? Answer- DISREGUARD THIS HEADER Reference (Real World Medical Support).” Q: Can the government please clarify if real world medical support is required to be provided by the contractor under this contract? if so, how many ambulances, at which locations, and for which days are ambulances with ALS crews required?

The government will provide all medical support. Medical support will not be provided by the vendor.

QUESTION FROM SELLER: 3. Please confirm what, if any, Government Furnished Property, Material, Equipment and Services (GFP/M/E/S) will be provided? eg - forklift? Are there existing concrete slabs onsite for the Offeror to use/emplace? 4. Per Section 6 Specific Tasks a) - Is the Offeror to participate in Meetings outside of the exercise dates of AUG 26-28? If so, are there tentative dates/times/durations scheduled? Please advise of the schedule. 5. Is AUG 28 the only day there will be support required at the Quincy Rail Yard? 6. Section 6.C.17 "The contractor shall provide adequately trained NIMS/ICS contractor employees in order to receive all appropriate briefings and orientations at WV Training and Conference 431 Running Right Way Julin, WV 25529 one day prior to the exercise." 6.A) Which members of the contractor staff need to be present,? 6.B) Will this be a full day of briefings? 6.C) Will the government please confirm that this activity will take place on 8/25 7. Please clarify the total number of Role Players required for each day/location and the maximum number of hours worked each day. 8. Please clarify the total manikins required for each day/location. 9. Please clarify the Real World Medical (BLS and/or ALS) requirement for each day/location. 10. Will the USG designate an area for Role Player operations - moulage area, cooling tent, dining area, etc...? 11. Is the Offeror required to provide life support services - Meals, water, cooling tent, etc? 12. Per the Estimated Workload Data - please confirm the totals accurately reflect the summation of the "like" resources required at each training venue for each day from the table in Section above.

Electricity: Yes c. Water: Potable water on-site d. Tables and chairs: Yes e. Toilets: Port-a-potties (outside buildings) However, section 5.d states that "The Contractor shall provide all equipment necessary to ensure total mission support of role player services. Set up and operate temporary "Fixed" moulage sites to include: lights, electricity, water hot/cold, tables, chairs, and heat/cooling areas based on weather conditions. Provide holding sites/break areas with lights, electricity, water, meals, tables, chairs, toilets, and heat/cooling areas based on weather conditions. Provide role players transportation support to and from training areas, parking lots, breaks/meals areas, and life support services (water/meals/nourishment)." 2.A) Will the "on-site" resources be made available to the contractor? The Daily matrix on page 2 states that 30 role players are required on 26 August; however, the estimated workload data on page 11 states that only 10 are required that day. Please clarify. -Can the government confirm that 60 total role players are desired at the Fola site on 27 August as stated on the estimated workload data on page 11? The matrix data on pages 2 and 3 for this date seems to be duplicate, requiring 30 at the site but the requirement is stated twice. Please confirm. -The Daily matrix on page 2 states that 30 role players are required on 28 August at Fola; however, the estimated workload data on page 11 states that only 10 are required that day. Please clarify. - Per the estimated workload data on page 11, can the government confirm that a total of six (6) ICS/NIMS SME role players are required for each of the two sites on all three exercise days? -Can the government confirm if the ICS/NIMS SMEs will be required on 26 August for any planning or inbrief meetings with exercise planners or participants prior to the VG exercise kick off o 27 August? - What percentage of the role players will be required to be moulaged at each site?
