Are meals to be delivered and dropped off hot at 1 location or 2 locations?

Per Item 1 of the Purchase Description of the attached Solicitation, "The Contractor shall provide individually packaged, hot, well-balanced, prepared meals with beverages and supplies to be delivered to 2 separate locations in Charlotte, North Carolina that are approximately three miles apart. The exact addresses will be provided at contract award."

Is it acceptable to cook the foods and package them individually, or do the foods have to be purchased precooked?

Response Received:

Meals must be individually packaged, hot, well-balanced, prepared meals. Food can be cooked and packaged individually by offeror for delivery.
