When I place the order and hit enter, I have 28 days to pay the invoice in full. So my question is will the purchaser ( US Navy) be willing to make full payment at the time of ordering the 4 Gyros from Raytheon Anschutz Kiel Germany ? Or at the time of delivery to the ship to location here in the USA ?

To the original person who asked the question, I think you might be talking about a different buy; I'm not the individual you mention in your question. But your question is valid. Delivery is required within the allotted time mentioned in the solicitation/later award. Normally that is set at 30 days. Invoicing occurs once supplies have been delivered to and received by the Customer command. The invoice is then accepted (or rejected, but hopefully not the later) by the Customer Command's financial office once they confirm the above (delivered and accepted by the end user).
