Will you consider utilizing VA Directive 6371 with eliminated the requirement for the Contractor to be NAID certified and the establishment of minimum standards instead. Our sub contractor will be NAID certified. 2. C.4.2.4 page 2 states that the containers need to be keyed to 1 key, the 65 gal will be one key and the ECS another, as well as the desk sides. Will this be acceptably if we are unable to key all containers the same? 3. Will there at any time media destruction? If so, can there be a line item added for media not to exceed...?

1. Customer unsure of the answer at this time. Will be evaluated if bid received for technical acceptability
2. All containers need to be locked
3. Yes, compact disks but the customer stated that don't shred enough compact disc to warrant a separate CLIN

Paper Shredding @ Fort Stewart Winn Hospital and Hunter Army Airfield In Performance Work Statement Section C. C.5.7 weight report identifying container location and weekly and monthly weight totals for the month billed. Question: Can this requirement be removed from the Work Statement for this bid?

1. Does the government own the bins and containers currently in place?
2. Would the Executive Container's (EC) be a suitable replacement instead of the standard 65 gallon
3. Will the government consider a 8a sole source set aside?
4. Will your agency consider sourcing this contract as a SDVOSB or a Veteran SB set aside?
5. Is there a centralized locked staging area to once the two wheel bins once they are full with sensitive materials?

1. No vendors provide bins
2. The carts are similar to what we are using now. These are the bins we are proposing to use. https://acesllcusa.com/products/
3. See FAR Part 8.002 (Listing through GSA to fulfill mandatory source requirement with a small business set aside
4. No particular set aside for this solicitation besides small business. Will be listed using GSA as contracting vehicle per FAR, if requirement is not fulfilled through GSA this will be listed against through Unison Open Market with a small business set aside
5. No, the vendor enters the hospital goes to each area that have a bin then transports the bins to the shredding truck at the loading dock, it take a couple hours to service our main hospital. The vendor goes each outlying clinic services it just like the main hospital.

Customer asked if buy can be extended to entities that do not have GSA schedule and open to small business.
Response Received:
If there are no contractors with a GSA contract that is available then this solicitation will be posted again open market with a small business set aside. According to the FAR GSA is a mandatory source. Please see the below FAR reference 8.002 pertaining to priorities for use of mandatory Government sources. Also reference FAR 8.004 Use of other sources in the event that GSA is not available:
8.002 Priorities for use of mandatory Government sources.
(a) Except as required by 8.003, or as otherwise provided by law, agencies shall satisfy requirements for supplies and services from or through the mandatory government sources and publications listed below in descending order of priority:
(1) Supplies.
(i) Inventories of the requiring agency.
(ii) Excess from other agencies (see subpart 8.1).
(iii) Federal Prison Industries, Inc. (see subpart 8.6).
(iv) Supplies which are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled (see subpart 8.7).
(v) Wholesale supply sources, such as stock programs of the General Services Administration (GSA) (see 41 CFR 101-26.3), the Defense Logistics Agency (see 41 CFR 101-26.6), the Department of Veterans Affairs (see 41 CFR 101-26.704), and military inventory control points.
(2) Services. Services that are on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled (see subpart 8.7).
(b) Sources other than those listed in paragraph (a) of this section may be used as prescribed in 41 CFR 101-26.301 and in an unusual and compelling urgency as prescribed in 6.302-2 and in 41 CFR 101-25.101-5.
(c) The statutory obligation for Government agencies to satisfy their requirements for supplies or services available from the Committee for Purchase From People Who Are Blind or Severely Disabled also applies when contractors purchase the supplies or services for Government use.
