There is not on-site dumping for waste material/water from the handwash stations/mobile latrines. There is a water source on-site.

Fort Irwin, California and the training area associated with it. Please review the Performance Work Statement for precise locations for each latrine/handwash station.

Section 4.4.7 of the PWS states "Liquid Waste Hauling Vehicles/Equipment: The contractor must have the ability to provide Liquid Waste Hauling Vehicles/Equipment resources to successfully support any awarded task order, Four-wheel drive capability is required to be available throughout the contract period." This requirement may limit us from delivering best value to the Customer. Please confirm if Offeror can use hauling trucks without a four wheel drive capability.
Response Received:
Due to the terrain associated with the training area at Fort Irwin, some locations may require four-wheel drive capability. The PWS makes a distinction in that four-wheel drive must “be available”, it does not state that four wheel-drive will be exclusively used.
