The SAM page says that bidders are restricted to the “local area network” as laid out in the SOW. The SOW doesn’t lay out any geographical descriptions aside from the location of the event in the New Orleans area. Is this what the “local area network” was referring to? If not, does it mean that the bidding is restricted to companies headquartered in New Orleans?

Correct, the location of the event in the New Orleans area is what the local area network is referring to. It does not mean that the bidding is restricted to companies headquartered in New Orleans, however it means that the proposed event must be in the area network outlined in the New Orleans area, as described in the SOW and RFQ.
