One more question, please. When Gfeller Casemakers has built the Saber Belts and Frogs in the past, we used the same leather that is used for the Cartridge Box - Parade Style. In 2007, our last Award for these items, we were allowed to provide additional Cartridge Boxes from the surplus leather of the Belt project. This provision promoted a responsible use of the leather (we do not use this for any other items) and the improved yield on the leather reduced the cost of both Belts and Cartridge Boxes. If Gfeller Casemakers is selected to produce the Saber Belts and Frogs for this Buy, would we be allowed to do this again? The answer to this question will help us provide our lowest price for the Bid. Respectfully

It is noted this Buy has an option to extend. Who decides to extend? When would the decision to extend be made? • Special attention is directed to possible failure of the Buckle. We are familiar with the buckle and the soldering of the tab to the back of the buckle. If the soldering is not done correctly the tab will come loose and the buckle will fail. The supplier we used (last delivery of this item by Gfeller was 2007) is no longer in business. This requires a new supplier to create the match plates needed to cast the buckles. This could be an opportunity to revise the buckle for longer life. The proposal would be to duplicate the current West Point Cadet Buckle in the two piece style of the Musician Buckle (see attachments). This proposal would create a buckle that is much stronger and with longer life. These buckles could be reused on new leather if needed or desired. Would the customer consider this proposal? • We, Gfeller Casemakers, do have buckles from past production that can be used for samples. These buckles do not, of course, have month and year ID markings. With the minimal time until closing of this Buy it is unlikely that I will be able to procure new buckles for the samples. If the old stock buckles are approved for samples at this time, we would agree to submit first article samples of new production buckles (in either style approved by the Customer) for inspection and testing. Would this be possible? I look forward to your reply.

The decision to extend option year is up to the government and the availability of funds.
Yes, if we are talking about the leather that is used for the belts (parade style) this would be fine.
As far as reworking the buckle we would be all for improving the product, but we would need to see the attachments/samples you send so that we could look them over.

[#1] Can you please provide shipping zip code and/or any additional information that you may have for where this is going/end user? [#2] Is there a specific size requirement and/or manufacturer that the end user is interested in? Would the end user consider the below item as an option? One of our Distributors ( "CLARUS" ) makes a very good looking Mobile Dry-Erase Board This solution is very sleek, portable, & durable. In fact, the Dry Erase surface is made of strong glass. One can even use a PERMANENT MARKER to write on the surface and it has no issues being erased.

FAR 52.212-1 Addendum for Sample Instructions
Instructions to Offerors – W911SD-21-R-0044 Samples, One of Each; Large Sword Belt, Small Sword Belt, and Frog Attachment.
1) Large Sword Belt Sample: The overall finished length of the large belt shall be approximately 57 inches long. This shall include a finished belt length of approximately 54 inches with a sewn on 4 inch flap. (see photos 13, 1 & 2)
2) Small Sword Belt Sample: The overall finished length of the small belt shall be approximately 48 inches long. This shall include a finished belt length of approximately 45 inches with a sewn on 4 inch flap. (see photos 13, 1 & 2)
3) Frog Attachment Samples Approximate dimensions shall be 5-1/4 inch tall by 2-7/8 inch wide at the widest point and 2-1/8 inch wide at the top. The finished item shall be similar in style and shape to the item pictured in photos 1, 2, 3 & 4.
All offerors interested in submitting a quote for this requirement need to follow these instructions. If an offeror does not comply with the following instructions, they shall be excluded from consideration of a contract award.
All offerors shall send a one of each sample, based on the specifications attached in the solicitation to Sonya Van Valkenburg at Bldg. 681 Hardee Pl, RM-104 West Point, NY 10996, by close of solicitation date by at 1200PM (Eastern Time).
The sample shall be sent via UPS or USPS, and must contain the following information:
• Name of Company, Contact Name (First & Last)
• Mailing Address, City, State, Zip Code
• Direct Phone Number, and Email Address
Please include the Solicitation Number (W911SD-21-R-0044) on package.
All samples must be submitted with the offerors quotes with UNISON by the closing date of the solicitation.
The Government shall make one contract award. Therefore, if an offeror doesn’t submit samples with their quotes in UNISON they shall not receive consideration for contract award.
The Government shall not be liable for any lost or misdirected proposal and or samples.
