Per Sections 3.3 Contractor Qualifications: 3.3.4 Science writer/s shall have a minimum of 10 years writing, editing, developing, and producing textual and graphic technical content for digital and print formats. Science writer shall have authored at least three graphic novels/stories with an art or science-based theme. Illustrations a. Total number of illustrations required. The SOW states anywhere from 60 to 75 illustrated pages - Is it one illustration per page? b. Is there a preferred style of illustration, and is there a sample of this to base the estimate on? c. Are the illustrations to be in black and white only?
Response Received:
60-75 illustrated pages are anticipated, in the style of a graphic story/novel. Vendors should have extensive experience producing such illustrations in order to meet the qualifications specified in the SOW. Examples of the vendor’s work included in their proposal will demonstrate their capabilities and style. A combination of color and black and white illustrations may be appropriate. These selections will be determined during sketch development and draft reviews.

Guidance and Authority: a. What kind of stake or authority will the collections consultants have over translations? b. What kind of stake of authority will the collections consultants have over the illustrative elements? c. How many State Department employees and or OBO personnel will be providing guidance and input on the project and need to be scheduled for interviews with the consulting team?
Response Received:
Please clarify what is meant by questions a. and b. Translations will be provided to the consultant by the Department of State. The manual, including its text and imagery (illustrations), will be property of the Department of State. Its use by the consultant will require Department of State approval. One or two personnel from the Office of Cultural Heritage will oversee the project. Interviews with staff are at the vendor’s discretion. Anticipate interviews with around 12 individuals.

Documentation / Source Materials a. What type of collections documentation and existing forms will be available to the contractor for the project? b. Is the Glossary of Terms dictated by the Client or developed by the consulting team? c. Can the client further elaborate on what is meant by “primary source materials” in Section 3.4.3?
Response Received:
Well-accepted standards for collections care from a diverse set of published and internally generated documents will be provided. The vendor is welcome to suggest supplementary documentation as well. It is anticipated that the consultant will generate a list of glossary terms based on the language developed for the manual. “Primary source materials” refer to the standard documents described here.

Are there any specific regional modifications or considerations that will be required for the consulting team to address in the project deliverables, and what of those modifications and considerations will be provided through documentation by the OBO? b. Is the 18-month schedule for the project a fixed timeline, or is there flexibility in dates to accommodate the breadth of research and instruction, as well as collaboration needed for the project? Unison states Delivery Schedule - Delivery:30 Day(s) - Required (No. of calendar days after receipt of order (ARO) by which Buyer requires Seller to deliver) but PWS states 3.5.2 Project Schedule: The overall project is anticipated to span approximately 18 months or 548 days after the notice to proceed (NTP). Please confirm.

The project schedule is 548 days after notice to proceed is issued. There may be some flexibility with this timeframe depending on project variables. This will be determined after award.

Will the USG further define what qualifies as a “science writer”? Is this individual a conservator/museum person, or scientist/science researcher with writing background? Does this person oversee the dictation around existing policies and procedures, or are they the individual providing methodological direction for the manual’s composition

: Science writers specialize in researching, interpreting, editing, and writing about technical topics. Please refer to 3.3.4 in the statement of work for requisite qualifications for the science writer for this solicitation. Please clarify the third question.

Response Received:
There is no page length requirement for the proposal. Proposals should include sufficient information to fully substantiate the requirements in the statement of work. Section 3.3 of the statement of work outlines the minimum qualifications for eligible contractors. Contractor credentials that substantiate these qualifications should be included in the proposal.
