Would the contractor have the option to add in a value proposition for video (short 4-6k films) of each said property for the current state of media's shift (and attention) to video based content?
Response Received:
Answer: No. The contract is for still photography, not video.
Question Submitted:
Would the contractor have the opportunity to set the travel to said locations in groups of 2-4 during May/June/July of 2023 in his/her production outline? Is there a set deadline/timeline for the completion for the total site visits?
Response Received:
Yes, the production schedule could outline travel to properties grouped two to four at a time in the months of May, June, and July. The site visits and deliverables will ideally be complete at the end of the fiscal year (September 2023).

That is the USG's plan if weather is not optimal during the 3 days in a location given the time of year? (assuming award in OCT and performance is OCT 2022 thru MAR 2023). Is the Photographer able to use the copyrighted images post-completion of the contract, even though the USG will own the content/images? Will the USG consider extending the Period of Performance given the time of year, nature of the work, and any COVID impact? Is it desired to have "neutral" or timestamped as seasonal images?
Response Received:
he potential vendor’s assumption for the performance period (October-March) is incorrect. While it is preferred the contracted work be completed within the fiscal year ending September 30, 2023, the contract does not have a specific end date. It concludes with the acceptance of the deliverables. Regardless of performance period, it is the vendor’s responsibility to account for contingencies such as weather in the proposal. Some flexibility will be necessary, such as moving between interior and exterior areas to accommodate weather and activities on site. Neutral images. The Photographer will be able to use the copyrighted images post-completion of the contract, but will need to get approval from the USG.
