Does the bid include travel (am I responsible for purchasing/coordinating travel or is SoS) and are site visits scheduled determined solely by SoS? Will the meeting for planning be virtual or in person.
Response Received:
Yes, bid includes Travel & Per Diem. Bidder is responsible for purchasing/coordinating travel. Site visits will be scheduled in coordination with COR/project manager. Meetings will be virtual.

Would the contractor have the option to add in a value proposition for video (short 4-6k films) of each said property for the current state of media's shift (and attention) to video based content?
Response Received:
Answer: No. The contract is for still photography, not video.

Would the contractor have the opportunity to set the travel to said locations in groups of 2-4 during May/June/July of 2023 in his/her production outline? Is there a set deadline/timeline for the completion for the total site visits?
Response Received:
Answer: Yes, the production schedule could outline travel to properties grouped two to four at a time in the months of May, June, and July. The site visits and deliverables will ideally be complete at the end of the fiscal year (September 2023).

What is the USG's plan if weather is not optimal during the 3 days in a location given the time of year? (assuming award in OCT and performance is OCT 2022 thru MAR 2023). Is the Photographer able to use the copyrighted images post-completion of the contract, even though the USG will own the content/images? Will the USG consider extending the Period of Performance given the time of year, nature of the work, and any COVID impact? Is it desired to have "neutral" or timestamped as seasonal images
Response Received:
- The potential vendor’s assumption for the performance period (October-March) is incorrect. While it is preferred that the contracted work be completed within the fiscal year ending September 30, 2023, the contract does not have a specific end date. It concludes with the acceptance of the deliverables. Regardless of performance period, it is the vendor’s responsibility to account for contingencies such as weather in the proposal. Some flexibility will be necessary, such as moving between interior and exterior areas to accommodate weather and activities on site.

1. Is it possible to combine the travel for the two projects into one travel plan as an alternative cost-saving measure, then split the final cost between the two projects accordingly? With the two projects having each a New Delhi and Morocco location, for example, it would save money to visit both locations one time.
Response Received:
Yes, you can combine the travel for the two projects into one travel plan and split the final cost between the two projects accordingly. However, the actual projects cannot be combined into one for bidding purposes because there are two separate funding sources. Thus, you will have to hope to be awarded both contracts if you split the travel costs otherwise if you are only awarded one of the contracts you risk losing money on travel.
