For section 3.2 Materials: Will the government provide paper and toner? Does the government have an estimated number that will need to be provided?
Response Received:
No, the Government will NOT provide paper and toner. There are approximately 1-3 events per quarter of no more than 30 personnel per event as it relates to educational and promotional material.

Please clarify 5.5. How many per month will be required? Is this also referencing section 3.2. In the Technical Exhibit 1 in the deliverables table and in the performance standard box it states “Contractor shall research/recommend and provide details to the COR on educational/promotional items.” Will the contractor be providing these items as reference in 3.2?
Response Received:
There are approximately 1-3 events per quarter of no more than 30 personnel per event as it relates to educational and promotional material. SOAR holds group events and the size of the groups vary as do the needs of the group. Bulk order of SOAR printed materials may be considered to include educational information. Yes, Contractor will be responsible in assuring that the SOAR Program has ready to go printed curriculum/resources/promotional items.

Approximately how many events will there be each year and how many will travel be required?
Response Received:
There will be approximately a minimum of four events per year or one per quarter. No more than approximately three per quarter or 12 per year. Travel will be required on all events except if in the Tyndall area.

1) What training will be provided to the program specialist about the SOAR program? As this is a pilot, has a program specialist training curriculum been developed? What preparation will the program specialist have prior to starting the work? 2) What prior experience or education is recommended in order to be successful in this role? 3) How many weekends are expected to be worked throughout the year? According to the PWS, the requirement is 0730-1630 Monday-Friday plus weekends during specific circumstances. In those instances, is the specialist expected to work 7 days a week, in excess of 40 hours on those weeks?
Response Received:
1)SOAR Program Specialist will complete foundational training to include observing a SOAR group event. Foundational training includes SOAR training curriculum education in a train the trainer format to include psychological first aid as well as a resiliency training. SOAR Program Specialist will be with one of the SOAR Program Managers and will receive skill-based training on site and through events. 2)The recommended prior experience or education is knowledge of military operational stress, trauma, and suicide prevention, in addition to the PWS requirements for execution of 5.0. Prior service/veterans are encouraged to apply. 3)This is a National Guard program with a weekend drill schedule of approximately one weekend per month. The Program Specialist is able to work a flex schedule in accordance with the PWS, with no more than 40 hours a week.

All of approximately 2,000 Florida Air National Guard employees need to have access to this training. However, all personnel don't need the information all at once. Furthermore, each event should host approximately 20-30 personnel.

Is there a requirement for Facility Clearance to submit the proposal?
Response Received:
There is not a requirement for Facility Clearance to submit the proposal. However, the Contractor awardee must ensure the proposed personnel submit to, and pass, a background investigation to enter a Government facility by the start of the period of performance.
