Ice needs to be stored at the appropriate temperature so that the ice does not melt on the way to the destination. So how should my company pack it in a way so that it does not melt? I'm thinking dry ice. Bid Information: When submitting a bid, do I have to properly mark down expenses for transportation, fuel, labor cost, etc.? If so, what is the proper way my company can provide that information
Response Received:
The Government does not instruct Bidders/Quoter/Offerors on how to transport goods and services. This is a Supply subsistence; it is the responsibility of the Bidders/quoter/offerors. This requirement is solicited as Lowest Price Technically acceptable (LPTA). “Price” is made up of cost elements. Again, it is the responsibility of the Bidders/quoter/offerors to determine what costs make up that price. The Government will select the LPTA offer that represents best value for the Government, based on the solicitation requirement.

1. What equipment and supplies does the contractor need to provide? are we providing freezers? 2. Will the contractor be dropping off pallets or hand stacking ice in a freezer? 3. Is this a once a week delivery? If so, what day?
Response Received:
1. The contractor will not be providing freezers upon delivery, however, contractor must ensure that ice stays frozen during delivery phase. 2. Pallet is removed from truck via forklift and moved into freezer, there will not be a need to stack ice. 3. Deliveries will be demand driven, can be as often as daily.

1. Will there be a set delivery schedule each month? 2. What has historically been the frequency of deliveries? 3. Will the ice be delivered to a reefer truck, indoor or outdoor freezers? 4. According to the map, there are three delivery sites, is this correct? 5. What is the total driving time from the sites? 6. Will the contractor be provided with an entry pass for the delivery vehicles?
Response Received:
1. Deliveries will be demand driven, which can change depending on the season or the activity on post. 2. Can be as often as daily. 3. Ice is usually delivered to building 229 which is an indoor freezer, occasionally ice will be delivered to range control which is an outdoor freezer. There may also be instances where ice will be transferred from one truck to another using pallets. 4. Building 229 is the main delivery site 5. Delivery sites can be anywhere from 15 to 45 minutes apart. 6. Contractor can submit form to obtain passes or use a daily delivery pass.
