QUESTION FROM SELLER: For 2.6 TASK SIX. T-TOP Canvas Replacement- What are the exact measurements of the canvas?

Applicable to the SOW Section 2.6: The approximate measurement of the canvas is seventy-two inches by one hundred and twelve inches of material.

QUESTIONS FROM SELLER: 1) For the 2.5 Task – we really need clarification on the Transom Bracket. Based on the fact the boats are configured with engine guards, we assume this refers to a transom keeper? If not we will need specifications or requirements for the engine support brackets? Required thickness, etc. For the bracket, or a manufacturer’s number to quote the parts and installation. 2) For the motors, would you like for the gauges to be analogue or digital? 3) Currently the DF175’s are on backorder and it sounds like there will be plenty of other hull repairs that your company will be taking care of. Would you be able to drop the boats off at our facility to de-rigg the Evinrude systems, and pick up to complete your side of the project? Once the motors arrive, the boats can be dropped off at our facility to complete the repower side of things. 4) What are the colors for the topcoat and primer? Does the painting have to be QP1 certified? 5) What are the specifications for the rub rails, i.e., part number, material number, size/length? 6) In 2.1.3 what are the hardware specifications? What specifications do you have for the replacement of the zincs. What are the specifications for the metal backing/retaining insert plate and associated retaining hardware? 7) Based on the response time, we are requesting an additional contract extension past the contract deadline of Monday, September 11th.
Response Received:
1) Applicable to the SOW Section 2.5: The transom bracket must be fabricated as one piece of ¼” thick Marine grade 5052 aluminum. It is approximately forty-nine inches wide and seventeen inches in height. The bracket is also constructed with two structural web gussets over the top plate outboard of the engines top mounting surface. All welds are external to allow for smooth contact onto fiberglass transom mount (inner surface of bracket angles). See Technical Exhibits 7a-h. 2) Applicable to the SOW Section 2.2: The motor gauges installed must be digital. See Technical Exhibit 8. 3) The Coast Guard at Special Mission Training Center Camp Lejeune will transport as described in the SOW Section 4.3. The Government will not conduct any repairs. All repairs must be provided by the contractor as specified in SOW Section 2.1.1. 4) The coating must be Primer Gray 545 and Topcoat Haze grey H1305 in accordance with the SOW Section 2.1.2. No, the Painting is not QP1 Certified. 5) Applicable to the SOW Section 2.1.3: It is the responsibly of the contractor to supply the same heavy-duty rub rail system removed from the 25ft TPSB. The contractor must furnish and install direct replacement. The approximate length of the rub rail system is a total of sixty-four feet per boat. See Technical Exhibit 9. 6) Applicable to the SOW Section 2.1.3: The hardware must be of 316 stainless steel. The backing plate must be of ¼ inch by one-inch flat stock aluminum marine grade 5052 and must be retained with ¼ inch x 20 x 4.5-inch 316 stainless steel hardware. 7) Closing date for submission of quotes was extended from Monday 11 September 2023 to Friday 15 September 2023.

Are these engines expected to have the break-in hours performed prior to acceptance? Can a progress payment be invoiced upon receipt of the engines for the cost of the engines?
Response Received:
Yes, the engines will need to have break in hours performed. The engines must be turnkey ready for the government to conduct operations check for installed systems and repairs. The Contracting Officer will only allow partial invoicing at the completion of all tasks in accordance with the Statement of Work Section 2.0 SPECIFIC REQUIREMENTS/TASKS for each of the 25' Boston Whalers TPSB.

QUESTION FROM SELLER: Are pictures available of the boats? If so, can they be emailed? If we come up to look at the boats in person, who do we schedule through. Can you provide a contact for USCG.

See Technical Exhibits 1 - 9. Site visits must be scheduled as specified in the RFQ Addenda. Per SOW Section 4.3 vendors facilities must be located within 350 miles or less driving distance of from United States Coast Guard Special Missions Training Center, BB-329, Camp Lejeune, NC 28542.
