We have a team of social media specialists based in our headquarters on the east coast with subject matter experts who have millions of followers within the DoD target market. Will the contractor who is located on-site be allowed to coordinate with the team in the head office for social media strategies?
Response Received:
The contractor may discuss general best practices and strategy ideas with the company, but must be fully capable and experienced to operate independently as a social media manager / subject matter expert from the start of the contract. This includes a working knowledge of the structure, culture, and functions of the Army and I Corps. Some social media planning and management may involve sensitive topics, crisis communications, and other matters where the on-site contractor must keep discussions to a limited audience internal to I Corps.

Does this contractor needs to have a facility clearance to perform on this contract?
Response Received:
Yes, the contractor needs base access, and will need a Dept. of the Army contractor CAC/ID card. The contractor also needs a secret clearance.

1. Will winning contractor have access to stakeholder's long range planning calendar? 2. Will winning contractor have access/permission to notify subordinate units through operations channels (FRAGOS) when contractors will be onsite to take pics or photograph training events?

1. Would buyer be able to provide an execution checklist or EXCHECK for either monthly, quarterly, or for the entire project in order to accurately project manpower? 2. Albeit, the contract specifications state that all resources must be provided by vendor, the close coordination required with the stake holders, would winning contractor be able to sign for building space, data drops, local printer access and request user accounts from the NEC, for better information sharing amongst winning contractors & unit stake holders?
