Is the powder-coated frame a "must have" requirement?

Could we get some clarification on the trailer requested? They're requesting a tilt trailer but also listed this: 24-inch (W) x 60-inch (L) triple beam standup ramps with support, loading leg, and standup bars (spring-assisted for easy setup) Also, 18+2 ft and 20+2 ft deck lengths would seem to indicate a ramped equipment trailer. Please clarify if possible
Response Received:
The trailer that we require has a 5" stationary section forward of the 16' tilt section.
