they just want the Bell 407? I understood from the updates they sent you that they just want a Bell 407 now, with part 133 and 135.

Yes, other air frames would be acceptable, Robinson R66 turbine and Bell 206 Long Ranger have been used previously and meet most mission requirements.

Does the CBP Contracting Office understand that this advertisement is a Blanket Purchase Agreement and NOT an Exclusive Use Contract? Do ferry time rates (Item 2) and flight rates (Item 3) include the cost of fuel? If they do, why is there a specific bid item for fuel (Item 5)? Isn’t this double-counting?

Yes, CBP is aware that a BPA is contemplated and not an individual/Exclusive use contract. Fuel-related questions: • Ferry time rates include fuel use in transit • Mission flights rate does not include fuel costs as these may vary depending on amount of weight being transported (equipment/personnel), as well as meteorological factors that affect fuel consumption (i.e. headwinds); hence Item 5.

Under Appendix B Qualifications: Does the CBP Contracting Office understand any contractors with a FAA Part 135 certificate must also have certificated aircraft AND pilots authorized for Part 135 flights, not just the aircraft certificated? Pilot qualifications must include authorization to act as a Part 135 pilot according to the contractor’s Part 135 OpSpecs. Does the CBP Contracting Office understand that a mission with Longline work requires contractors to have a FAA Part 133 Rotorcraft External Load Operator certificate for Class B authorization with OpSpecs designating aircraft AND pilot for Part 133 flights?

Yes, it is understood that to complete the mission needs CBP needs the contractor to preform FAA Part 135 and FAA Part 133 and follow FAA rules and regulations. The need is to have an airframe that is certified as well as the pilot for Part 135; as well as, Rotorcraft External Load Operator certificate for Class B authorization with OpSpecs designating aircraft AND pilot for Part 133 flights. Misson requirements may include FAA Part 135 and FAA Part 133 in the course of the same day. Misson example: Site generator Liquid propane refuel and side maintenance/repair activities to be completed (Time frame: one day/6 hours on site.) Need on site: Four personnel, tools, material, and five round trips for LP tank swap.
