This is a bear of an order and kit. Whenever, the buy for these type of items is advertised within less than a week of due date = it means CBP already has a vendor in mind to place order. Unfortunately the government buyer is not being very realistic and likely will only have one very high priced bidder.

Response Received:

Unfortunately it is the end of the year and there are many buys that need to be done in a short period. This was originally GSA contract only, and it has now been open to all small vendors. There is no vendor already selected. We are in the solicitation phase.
