I'm trying to confirm how many deliveries will need to be made daily? Does this require special access to both delivery sites? Does each delivery driver require a background check?
Response Received:
The detailed instructions for the deliveries and frequency are contained in the PWS on page 2. Delivery sites require access, either a government representative will be present at the site or access will be given. Each person requires a satisfactory background check prior to performing the services.

Discussions between the government and one vendor about this RFQ would provide an unfair advantage, therefore they are not allowed. Page 5 of the PWS provides the detailed description of the background investigation and security clearance requirements.

Can the background check certificates provided by Paycom be accepted, or will we need to conduct new background checks upon award? If new checks are required, can we include the associated costs in our proposal?

Personnel must be cleared by the government background check process prior to performing the services. See the SOW. The government does not determine a vendors pricing/cost methods for how or when associated background checks are paid for.

1. Can you provide insight into the frequency of maximum load (10 bins) days and the typical daily average? 2. Are there any specific security protocols or access requirements for the pickup and delivery locations beyond standard procedures? 3. Are there any specific vehicle requirements (size, security features) for transporting the document bins? 4. Is there a specific format or system for the daily activity logs or other required documentation? 5. Could you specify the minimum insurance requirements for the contractor, particularly concerning liability coverage for the transportation of sensitive materials? 6. Are there any anticipated needs for services beyond regular working hours, such as weekend or emergency deliveries? 7. Are there any specific training requirements for couriers beyond standard security awareness? 8. Is a single courier sufficient for each trip, or do you require multiple staff members for security reasons? 9. Who bears the cost of background investigations and security clearances for our employees? 10. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number? 11. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

Are there any specific security protocols or access requirements for the pickup and delivery locations beyond standard procedures? No 3. Are there any specific vehicle requirements (size, security features) for transporting the document bins? A vehicle that is capable of carrying the maximum number of bins, provide security and safety of the bins, and protect from the weather. 4. Is there a specific format or system for the daily activity logs or other required documentation? Amount of bins, date and time. 5. Could you specify the minimum insurance requirements for the contractor, particularly concerning liability coverage for the transportation of sensitive materials? Standard insurance. 6. Are there any anticipated needs for services beyond regular working hours, such as weekend or emergency deliveries? No. All requirements are listed in the SOW. 7. Are there any specific training requirements for couriers beyond standard security awareness? No. 8. Is a single courier sufficient for each trip, or do you require multiple staff members for security reasons? One courier is sufficient, however you must provide a plan for a back up courier if the primary courier is out for any reason. 9. Who bears the cost of background investigations and security clearances for our employees? The vendor. Personnel must be properly cleared by the government before they can perform the work. 10. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number? Answer provided in a previous question. 11.
