In reviewing the instructions section of the solicitation, we noted a requirement pertaining to past performances regarding marine outboard diesel motor, as outlined below: "DEMONSTRATED EXPERIENCE: At least five (5) years of manufacturing/selling marine outboard diesel motors." Our query pertains to the term "contractors" in this context. Specifically, we seek clarification on whether the term "contractor" refers exclusively to the prime contractor, and in that case, if the past performance requested/provided would belong to the prime contractor.

Past performance can be provided whether it's on the prime or sub-level. However, past performance must demonstrate experience of 5 years of manufacturing/selling marine outboard diesel motors.

The SOW document does not contain a specific shipping address. Can the USG please clarify if the contractor is responsible for shipping to Guatemala or will there be a CONUS consolidation point where the USG will receive the goods?

There are no plans to extend the deadline at this time.
Question Submitted:
Technical question regarding the status of the vessels engines will be installed on. Based on the presumption it had gasoline engines prior to this install. Will the old engines and rigging be removed, fuel tanks emptied-cleaned, and transoms prepared for the install, or will this be considered part of the contractor install?
Response Received:
They will be removed and replaced with the new equipment; shop facilities are available as well as navy mechanics to assist under the guidance of the contractor.
