Can we bid flashlights made outside of the US? I am finding it difficult to find a company in the US that could supply a 220 volt for this order request.

Response Received:

Yes, the place of manufacture can be outside of the US. However, from the combined synopsis/solicitation's "technical compliance matrix", the place of manufacture must be in accordance with FAR 25.4 - Trade Agreements.

1. Will the quantity of 500 each per period of performance need to be delivered in 1 complete shipment or will there be multiple deliveries? 2. If multiple deliveries are expected, what is the estimated quantity per delivery?

Response Received:

Thank you for your questions: #1. It is acceptable for multiple deliveries to be completed 30 days after the signed award. #2. There is no estimated quantity per delivery. However, in accordance to the Combined synopsis/solicitation all 500 flashlights (per line item) for the Base year are to be delivered no later than 30 days after the signed award.

Yes, you are correct. The correct period of performance is for one base year + two (2) option years. See below: Base Year: 09/20/2019 - 09/19/2020 Option Year 1: 09/20/2020 - 09/19/2021 Option Year 2: 09/20/2021 - 09/19/2022

1. Minimum output of 10 LED's and 85 lumens may be in error? Most multiple LED flashlights have very high lumens. Is this correct? 2. The bezel diameter is not a typical size by most manufactures. Is this an error? 3. The requirement states the charger voltage at 220V. Most chargers are either 12VDC or 120VAC. Is this 220V requirement correct?

Response Received:

1. Yes, the requirement only states the minimum; higher lumens may be acceptable, provided that the other specifications are met. 2. The Bezel diameter is correct as stated. However, there are other acceptable bezel diameters, provided that the other specifications are met for the requirement. 3. The 220V requirement is correct. The 220V is a standard voltage for Ukraine and Europe.
