The Wisconsin 465D motors are very unique to the E-28 system, most U.S. bases has the 465D electric ignition models. Questions are as follows pertaining to the Wisconsin motors. * What models are the 465D. (elect. ignition or magnetos) * How many each * Can we used the Nav-Air re-build and test procedures (approved by NAS Lake Hurst) * Is there any spares at North Islands that can be repaired in bulk (2or more)

From the Contract Specialist: The buy will be revised with a changes to the PWS in the solicitation attachment. The first answer the customer provides is referencing this revision. From the Customer: The first question from is addressed in the PWS (electronic). Our maintenance officer contacted NAVAIR and there is no standard re build and test procedures. They indicated to us that each engine shop will use their own test procedures. Here is their response: Lakehurst never developed an overhaul/re-build instruction for these engines. Typically a small engine repair shop has their own test procedures post re-build that would be more than sufficient. Once the engine is installed we would follow new engine start procedures and perform the applicable E28 cert checks: stall and retract. WRT to the last question, we are not committing to more than 1 at a time, as written in PWS

Please provide photos and what the engine are in or have they been pulled and out of the components. If the engine tag is still in tact. please provide tag numbers, displacement and other recognizable feature that will provide order worn or broken repair parts easier to source.

From Customer: Exposed engines will be delivered as pictured, bolted to a pallet, with attached tag numbers for reference. Wisconsin V465 repair manual and engine specifications attached. From Contract Specialist: When Buy is re-posted with solicitation amendment, photos, manual and specifications will be provided.

Given the fact that the questions are due 10 March do you anticipate an extension in the submission in order to provide accurate answers? Tim Are engines delivered with carburetors or EFI and exhaust? Is a carburetor rebuild or EFI servicing needed or replacement required? Is a test run required at the end of the overhaul? What are the minimum performance specifications? Is it returned to the government dry, oil drained from the engine? If it is returned dry, is a new filter installed for shipping? No mention of FME for engine returns. Cylinder bore and crankshaft grind: only if required due to condition or take to the next oversize unconditionally? All fasteners reused? Do oil lines get replaced or reused? There is an oil pressure relief valve that should be replaced. Does the fuel pump get replaced or rebuilt? Fuel Lines replaced or reused? Fuel Strainer get replaced? These engines have a governor that should be serviced Heat deflectors should be replaced – they rust out. No mention of the starter system – should replace the starter and the starter gear Do these engines have accessory drives and alternators to address? Do these engines have a gauge and switch panel to address? Oil Pressure, Ammeter, Battery Voltage, Ignition Switch, Starter Switch? Does the ignition systems requires repairs or replace? Distributor, points or electronic, plug wires, plugs, ignition coil?

From Contract Specialist: The PWS is being revised to include many of the answers below. An Amendment will be made to the Solicitation once ready, and the Buy will be re-posted and extended under the same number, but likely as "1058650_01" in accordance with Unison parameters. From Customer: Are engines delivered with carburetors or EFI and exhaust? Is a carburetor rebuild or EFI servicing needed or replacement required? Engines are delivered with various external accessories removed. External accessories and lines are not expected to be replaced, only internal rework. Is a test run required at the end of the overhaul? What are the minimum performance specifications? No test run expected, engine crank must turn and make compression. Is it returned to the government dry, oil drained from the engine? Dry. Cover any openings to prevent contamination. If it is returned dry, is a new filter installed for shipping? No. Cover any openings to prevent contamination. No mention of FME for engine returns. Returned with only assembly lubrication used in the rebuilding process. Otherwise, all openings covered to preserve integrity and crated for storage (unless otherwise instructed e.g. immediate use) Cylinder bore and crankshaft grind: only if required due to condition or take to the next oversize unconditionally? Conditionally bore and grind as necessary to return engine to operating condition. All fasteners reused? Anticipate reusing unless unserviceable. Do oil lines get replaced or reused?
