Our company is a Service Disabled Veteran Owned Small Business and we would like the opportunity to bid on this project. We would need to schedule a site visit prior to bidding. We are located in Houston, Texas and can drive to Red River in less than a day. Please let me know how we can get this scheduled. Sam Godsin

Due to Covid Restrictions gaining access to the Depot is limited and slower than normal. With the bid closing 3 June we will not have the appropriate time to make that happen. Please look towards any future opportunities from RRAD.

1. Is there a reporting requirement for SOW for reporting? Do we have to inspect all pipes in containment? 2. Who issued the actual SOW was it NAVFAC, AFCEC or USACE? 3. Are the tanks coated? 4. How many mobilizations will the job require for the internals? 5. Is there another SOW in general? 6. will the 6 vertical tanks be empty or will we have to remove the fuel for testing?

Reporting Requirements: 1.Contractor will furnish two copies of final inspection report for each tank and a final report for all tanks on CD. 2. RRAD issued the SOW. 3. Tanks are painted and have no coatings. 4. Have no idea how many mobilizations it will take for the internals. 5. NO 6. No fuel will have to be removed on you part Have no diameters or lengths of tank.

What is the Diameter and Length's for each of the Tanks? Are we going to be provided with the U1A's - Data Sheets for each Tank? Or are there any previous reports to be reviewed? What is the access point into the Vertical Tanks? Can you provide any pictures of the tanks?

NO data sheets for tanks. Access point for the vertical tanks is at bottom of tanks. Approx 30 inch dia manway

Are previous reports available to provide information such as tank diameter, fill nozzle size, issue nozzle size, and manhole sizes. The nozzle sizes are needed for gaskets.

If the intent is the buyer to clean the API tanks to receive an OOS inspection, what are the estimated amounts of residual fuel?

RRAD will clean the interior of 6 tanks prior to inspections

All 6 API tanks will be ready at the same time

Please confirm this opportunity is open and unrestricted. There is conflicting information in the combined synopsis attachment. After reading the SOW, only 6 tank bottoms are to be scanned with MFL. Does this mean 14 horizontal tanks are to receive in-service API 653 inspections and the referenced 6 vertical tanks requiring bottom scans are considered API 653 out-of-service inspections? Or is the intent to inspect the internal condition on all tanks?

This opportunity is 100% small business set aside. The six vertical tanks will get require external and MFL on the floors only. These tanks will be emptied by RRAD. Only the six vertical tanks will require a floor scan (MFL). The tanks will be out of service for the floor scans to be performed but will be placed back in service after inspections. The remaining 14 tanks will require exterior inspections visual and API 653.
Question Submitted:
1. Will all the ASTs require both internal and external API 653 inspections or just the six vertical tanks? 2. Will all the ASTs that require both an internal and external inspection be emptied and cleaned for a single mobilization or will they need to be done in separate visits? 3. Is the PE stamp requirement related to a State or Federal regulation? If so, please provide the citation for review. 4. The SOW says the project must start within 45 days of award AND finish within 45 days of award. Is this correct?
Response Received:
1. All tanks require external inspections. The six vertical tanks will get require external and MFL on the floors only. 2. These tanks will be emptied by RRAD. All other tanks will probably have product in them and cannot be emptied so they will get external inspections only. 3. The PE stamp is required by the state. 4. The start and finish dates are correct.
