EXTENSION REQUEST FROM SELLER: Now that I have had some time to digest the bid and what is required in our response we will need more than a couple of days to put all of the information and quote together. Question: Delivery must be made within ten (10) business days or less after receipt of order (ARO). Question: Will the government accept a 30 day ARO delivery?
Response Received:
Response: The Government previously noticed all potential sellers of a revision to the Statement of Work (SOW), I. Delivery and Installation. The timeframe specified in the SOW for delivery and installation of the MFDs will be changed from ten (10) business days from the date of award to twenty (20) business days from the date of award.

Question #1 Response: Per Section II Scope of Work, the following monthly production levels are required for each MFD: 1) Black and White MFDs – 20,000 black and white impressions (per MFD per month); and 2) Color – 20,000 black and white impressions/5,000 color impressions (per MFD per month). Question #2 Response: The use of subcontractors must comply with the terms and conditions set forth in FAR 52.226-5, Restrictions on Subcontracting Outside Disaster or Emergency Area.

Question # 7. III. GENERAL REQUIREMENTS I. DELIVERY AND INSTALLATION - Delivery and installation shall be coordinated with the Contracting Officer’s Representative. The Contractor shall deliver and install MFDs within ten (10) business days from the date of award. Question - COVID-19 has created supply chain disruptions that have significantly delayed equipment delivery. In some cases, delays have exceeded several months. Based on the terms and conditions of 52.212-4, will FEMA accept that there could be a delay well past the requested 10-day delivery period and plan to retain its existing copiers until the awardee is capable of delivering the copiers associated with this RFQ? Question #8. I. DELIVERY AND INSTALLATION - The Contractor shall supply all cables, connectors, print servers, receptacles, and any such necessary type of accessories to provide service from available network ports to the location of the machine. Question - Generally, federal agencies do not allow copier contractors to add equipment to their internal network. Please confirm that the winning contractor will only be required to deliver, unbox, and assemble the copier so it can be connected to the FEMA network with the support and approval of FEMA IT.

Question #7 Response: The timeframe detailed in the SOW for delivery and installment of the MFDs will remain unchanged. Excusable delays along with any substantiating documentation provided by the resulting Contractor will be evaluated by the Contracting Officer in accordance with the terms and conditions set forth in 52.212-4 upon notification of a confirmed delay. Question #8 Response: The Contractor shall be responsible for the delivery and installation of the MFDs in accordance with the SOW. MFDs shall be subject to a FEMA specific software/hardware functional demonstration test with FEMA IT prior to connection. Support and approval will be provided by FEMA IT for connection of the MFDs to the FEMA network.

Question #5. II. SCOPE OF WORK - Question - There are several conflicting references in the Statement of Work and Bid Template regarding the number of pages required per copier, per month. Please confirm the correct included page volume per month is 10,000 pages per copier. Question #6. III. GENERAL REQUIREMENTS A. TECHNICAL REQUIREMENTS u) Ability to handle letter (8 ½ x 11), legal (8 ½ x 14), and the optional accessory 11” x 17” paper sizes, with adjustable paper trays. Question - 11” x 17” is listed as an optional accessory. Most FEMA users do not use 11” x 17” copy or print and this capability drives up the cost of the copier, as well as the associated supplies and maintenance contract. Will FEMA accept proposals that support letter (8 ½ x 11) and legal (8 ½ x 14) size paper, but do not support the optional 11” x 17” accessory? w) Optional capability to sort, collate, duplex, staple, and hole punch - Question - is the ability to staple and hole punch a requirement of this RFQ or optional capabilities that may be added later?

Question #5 Response: Per SOW Section II Scope of Work and the Bid Template, the following monthly productions level are required for each MFD: 1) Black and White MFDs – 20,000 black and white impressions (per MFD per month); and 2) Color – 20,000 black and white impressions/5,000 color impressions (per MFD per month). The bid template also includes line items for the offeror to quote the overage fee associated with each excess black and white impression (up to 10,000 impressions) and color impression (up to 5,000 impressions). Question #6 Response: The Government will not accept MFDs with the ability to only handle letter (8 ½ x 11) and legal (8 ½ x 14) paper sizes. The ability to staple and hole punch is a requirement of this RFQ.

Question: Would the government please confirm if the equipment included with responses to this solicitation must be TAA compliant? Question #2. FEMA HQ requires all MFD devices to include secure scan and secure print technology (follow me print). After authenticating, users are able to release print jobs from any device on the network. Question: Is secure scan and secure print required for this solicitation? Question #3. The SOW is requiring delivery within 10 days of award. All manufactures supply chains are currently being affected by the Pandemic. The 10-day delivery period may not be possible. Question: Would the government consider revising the delivery period to something more reasonable, possibly 30 days from date of award? Question #4. Would the government please confirm if TRM approval is required for both hardware and software included with responses?
