In an answer to a previous question the Government responded, "The components are assigned different MCNs for the approved model currently on hand. MCNs: 847001F050454, 847001F901758, 847001F901789 Contract #: W91CRB-13-D-0009 Manufactured by: Point Blank Enterprises". Does this mean that only those MCNs are acceptable? Is this a brand name only procurement for Point Blank Enterprises? If so, can the Government please provide a J&A.

The MCN and Contract info are reference to the approved Vest that is currently on hand, with Manufacture Point Blank Enterprise. The requirements are the Ballistic, minimum NIJ Level IIA with Stab Plate.

In regards to sizing, will the contractor be expected to measure the officers?

No requirement to take measurements. The sizes are standard Size Large, Medium and Small Vests.

No Items 3, 7, & 11 are only the stab plate which will be inserted into the front and back side of the vest.

1. What are the Ballistic threat level requirements for ballistic panels. Level II or IIIA 2. What is the stab threat requirement. Spike 1,2 or 3? 3. The panels are listed in separate line items but then the carrier includes panels. Looks like a duplication. Please clarify 4. What does the carrier look like. No description or manufacturer model number is given. Thank you,
Response Received:
The ballistic threat level requirements for the panels should provide protection against NIJ-STD-0101.06 Protection level IIIA in the front/rear, torso and side flaps. The Stab/Spike Plate when installed should have a protection level against NIJ-STD-0115.00 Level III in the Front/Rear torso area only. No Stab protection required in the side flabs. The Vest should be composed of a Outer Tactical Carrier Vest with the Kevlar instert panels and the stab plate. The Vest should be black in color. Do not have a Part Number for the complete vest; as there are multiple components that make up the Vest. The components are assigned different MCNs for the approved model currently on hand.
