Line Item 003 is confusing. Our offer includes the standard software that has the "Ability to..." on a number of capabilities in a general way. However there are also specific options that may be added to provide specific measurements (for example, there are three options available to specifically measure Wifi across a wide selection of 802.11 versions.... but the unit will generically allow a person to see the signals without making specific measurements.) Our quote for item 003 does not include any of these options. Are they required?

They are not required. The customer wishes for a software that has all the capabilities listed in CLIN 0003. If thegeneral software offers the capabilities then state what those capabilities are in the bid. If there are software options that provide capabilities that meet the customer requirements then it should be included in your bid so that the bid meets technical acceptance.
