H-S Precision Inc. would be honored to build the new Gen2 Takedown Sniper Rifle for the USSS. As previously stated we will not be complete with it until next year. I will quote the FAT requirement of 10 rifles and the total for each Line Option and submit, if you think it is worth it, given I will not have the rifles to provide until early next year? They will be worth the wait and we would love to host you in our facility as well if you would like to see our manufacturing process. Thanks for the invitation and if we cannot compete this time I hope the next time the USSS is looking for the best rifle to put in the field for their operators, H-S Precision will be in the forefront for consideration.

Is the intent for all of these barreled actions and accessories to be uses with the AXSR Rifle Chassis for the Rem 700 SA? Therefore we can produce the barreled action and accessories and put them on a purchased AXSR Chassis?

1. Will pre-award samples be returned to the supplier?
2. 4.6 We have a Left-Hand model, but it doesn’t currently meet the integral top rail requirement. We can add the top rail to meet this requirement if awarded. Is this acceptable?
3. 4.12.1 Our current offering has a 30 MOA forward angle top rail. Is this acceptable for the pre-award sample? We can provide a 20 MOA rail if awarded.
4. 4.13.1 Our rifle is a bullpup platform and cannot meet these requirements: 1- cheek piece is adjustable but not “Toolless” and 2- does not articulate left to right. 3- The stock does not fold but is shorter than a traditional rifle with stock folded. Is this acceptable?
5. 4.13.2 Is length of pull minimum a requirement? Our minimum length of pull is 15.25”.
6. 4.15.4.1 Our standard .308Win barrels are 22” and 26”. Are either of these lengths acceptable for pre-award samples? We will provide 24” barrel if awarded.
7. 8.1 Is 1 year of spare parts to be provided at no cost (included with Rifle price) or will it be purchased?

1. The USSS reserves the right to purchase any/all submissions. Submissions not purchased will be returned to the vendor.
2. No. This must be included with the rifles that are submitted for testing.
3. No. It must have a 20 MOA rail included on the rifles that are submitted for testing.
4. No. Rifles submitted for testing must meet published specifications.
5. Rifles must meet the published specification under (4.13.2).
6. No. Submitted barrels must comply with specifications listed in published solicitation (4.15.4.1).
7. No. Spare parts will be purchased post award.

Question Submitted:
Barrett handles part life by the number of rounds fired, not by a time interval. If stored properly, our rifle will last 10 years, but if it is fired 100,000 rounds in 5 years, the parts will be worn out before the 10 years. Is this acceptable?
Response Received:
No. We stand by our current warranty statement (9.1).

Question Submitted:
4.15.4 – Barrett measures production MRAD barrel length by the total length of the barrel (muzzle to breech end without the barrel extension installed). This differs slightly from the definition in the solicitation (bolt face to muzzle). Our off-the-shelf barrels will be slightly longer than the specified lengths. The spec per the solicitation is ±.010”. Our barrels are about 0.127” longer than the specified length. Replacement barrels will be easier to acquire if we keep this length the same. Will this be acceptable?

No. Our barrel length specifications are published in (4.15.4).

4.13.1 - The Barrett MRAD cheekpiece was designed to allow the end user to flip the asymmetrical cheekpiece for a different offset for different user interfaces. Does this meet your requirements? If not, can you please elaborate on your requirements, such as whether it needs to be infinitely adjustable? How many positions? How much left and right from the center?

No. The cheekpiece will be evaluated when received. The requirements are not asking for “infinitely adjustable” cheekpiece.

4.12.1 - Our current production MRAD rifle rail is 10 Mils. This difference between 20 MOA and 10 Mils is irrelevant with modern scopes due to the amount of elevation built into the scopes. Would a 10 Mil rail be acceptable?

4.9.1 – What free bore diameter requirement is associated with .160 thousand of an inch length? If there is an illustration of the chamber or free bore dimension, it will help us understand the requirement.

The free bore diameter is .3085” and the free bore length is .160” (4.9.1).

Our rifle can be shot by a left-handed shooter, with the current design only including a reversible safety and cheekpiece. Does this satisfy the definition of “left-hand configuration”? If not, please define “left-handed configuration.”
Response Received:
No. The bolt handle must also be on the left side of the rifle, i.e. left-handed configuration. (2.1.1)
